The Multilateral system still cannot get its act together on COVID-19

Since the outbreak of the novel coronavirus, international cooperation has been missing in action and global solidarity has been AWOL. Rather than cooperate to defeat a shared threat, nations have repeatedly taken unilateral steps to shield themselves and engaged in counterproductive sniping over who is to blame for the pandemic.
